FBCMUD 151 – Meeting Summary (November 21, 2025)

The Board of Directors of Fort Bend Municipal Utility District No. 151 met on Friday, November 21st. Below is a summary of the items discussed during the meeting.

Community Requests & Public Comment

  • Local Boy Scouts requested permission to install birdhouses around the lakes. The Board is supportive and has asked for more information on the proposed locations and number of birdhouses.

Annexation Discussions

  • Directors from neighboring Willow Pointe MUD attended the meeting to continue discussions regarding shared development goals for the area north of FM 1463.

  • Both Boards discussed easements and future development possibilities.

Engineering & Construction Updates

  • FM 1463 Road Widening / TxDOT Sound Wall: TxDOT indicates the project is expected to be completed in early 2027. Curb ramps will be added at both North and South Firethorne intersections.

  • Lift Station No. 1: Electrical work is nearly complete. Final inspection is expected this month, with system startups scheduled for December 1.

  • 2025 Sanitary Sewer Rehab: Manhole rehabilitation is complete. Point repairs on sanitary sewer lines are ongoing.

  • Wastewater Treatment Plant Improvements: Contractor continues preparation work. Mobilization expected March 2026.

  • 2025 Drainage Channel Work: Regrading is complete. Final payment will be withheld until grass is fully established.

  • South Firethorne Crosswalk Lighting: County approval for the maintenance agreement is set for December 4. Cooler-tone luminaires will be installed as soon as possible.

  • Lift Station No. 2: Authorization will be requested next year to begin design of improvements.

  • Reclaimed Water Booster Pump Station: Adjustments will be made to correct pump pressure and ramp-up speed.

  • Lake Firethorne Water Level: Board noticed the lake appeared low; Operations will investigate.

  • Crosswalk Radar Signs: Expected to arrive later this month.

  • Crosswalk Striping at North & South Firethorne: County estimates a 6–8 month timeline.

  • Security Cameras (Flock): All license plate reader and mailbox cameras have been installed.

  • West Detention Parking Lot: Board authorized Engineer to begin design. Project includes replatting the site for Water Plant/Recreational use.

  • Shoreline Erosion at Multiple Lakes: Board reviewing options and requested additional details for consideration next month.

  • Trail Enhancements Phase I: Letter of No Objection sent to EHRA.

  • Storm Sewer Violation: A resident was reported for dumping motor oil/chemicals. A formal notice of violation was issued.

Parks & Landscaping

  • Seasonal planting, kiddie cushion refresh, shade repairs at Rosy Bill, and fall mulch installation are complete.

  • Landscape damage caused by a newly installed fence will be addressed with the HOA.

  • Mail kiosks will now be cleaned quarterly; initial cleaning approved.

  • Landscaping improvements at Greystone Crossing Park will be evaluated in early spring 2026.

  • Irrigation at 1463 & North Firethorne will be turned off due to electrical lighting in area.

Operations & Water System

  • Booster pump replacement at Water Plant 1 is complete.

  • Approval requested for Ground Storage Tank cleaning at WP1.

  • Five booster pump check valves at WP1 will be replaced.

  • Operations is gathering quotes for fence replacement at WP1.

  • Fire hydrant inspections have been completed.

  • Board of Directors facilities tour will be scheduled for early 2026.

  • Water Bill Convenience Fee:

    • The Board voted to amend the Rate Order so the District will pay the convenience fee for ACH payments.

Upcoming resident communications will include posts regarding:

  • Newly installed cameras

  • No-parking signage at mail kiosks

  • West Detention parking lot project

  • Katy Fire Department “Santa Tour” announcement
